CALYPSO Targets

 

The main project targets are to:  

1. Set up a High Frequency radar system with parallel installations in Malta and on the Sicilian coast providing real-time maps and information on sea surface currents in the strip of sea dividing Malta and Sicily, and to apply the system for the joint intervention of Malta and Sicily against major oil spill incidents in this high risk and heavily trafficked trans-boundary maritime area.
This will be the main activity of WP2. The 1st phase will be dedicated to the optimal system design and procurement.  The successive phase will consist in the radar installations and testing, to be completed by month 14. The 3rd phase will validate the system by comparing and tuning to dedicated in situ observations by ship as well as by data acquisition at an open sea station. In parallel the project caters for training of local personnel so as to enable the full autonomous control and maintenance of the HF radar system.

2. Establish contacts between Maltese and Sicilian responsible authorities for marine surveillance and security (especially in connection with marine hazards) and draft common plans for joint and coordinated operations and intervention in case of emergencies especially those arising from spillage of oil;

3. Provide the competent authorities in Malta and Sicily with new technologies in routine marine observations and forecasting for improved response to marine hazards, better control of the trans-boundary maritime space and greater efficiency for security and safety at sea. Broaden the use of the project HF radar system for further applications especially in search and rescue, and in support of a wide range of Maltese and Sicilian stakeholders including exploitation for improved weather and marine forecasts, as well as for the monitoring of maritime flow and navigation in the Malta Channel in combination with ship detection and movement.

The last two targets are mainly tackled in WP4 which is articulated over four sub-tasks: (i) the elaboration of data for web publishing and dissemination of data in real-time and user-friendly formats; (ii) meetings between the responsible authorities, exchange of expertise, draft common protocols for joint operations and emergency situations; joint activity during the lifetime of the project, establish methods for  sharing of knowhow, facilities and equipment, and provision of mutual support in the use of HF radar data, Vessel Tracking Systems and satellite data; (iii) establish dedicated applications in oil spill response through the upgrading and maintenance of the ROSARIO Malta marine forecasting system, the Malta MARIA/Eta atmospheric and wave forecasting system, and the operational MEDSLIK oil spill modelling chain; (iv) prepare customised data products serving to support the Search and Rescue operations of the Armed Forces of Malta and the Italian coastguard.
